Jefferson/Lincoln PTO Bylaws
Article I – Name
The name of this organization is the Jefferson/Lincoln School PTO. It is a local organization, unincorporated, and governed by its members.
Article II – Mission Statement
The Jefferson/Lincoln School PTO promotes the educational success of our students by connecting families with the community and teachers.
Article III – Objectives
1. To promote the welfare of Jefferson and Lincoln students
2. To facilitate communication among parents, teachers, administrators, and community
3. To coordinate parent volunteers
4. To organize fundraisers and events
Article IV – Basic Policies
Section 1
The Jefferson/Lincoln School PTO shall be noncommercial, nonsectarian and
nonpartisan.
Section 2
No monies or other assets of the Jefferson/Lincoln School PTO shall be
distributed to its members, executive officers, administrative advisors or
other private persons except as reimbursement of expenses incurred as approved
by the Jefferson/Lincoln School PTO Board.

All monies collected by the Jefferson/Lincoln School
PTO will be used to benefit the

In the event of the dissolution of the Jefferson/Lincoln School PTO, its assets
shall be distributed to the

The Jefferson/Lincoln School PTO Board may approve a financial request not to
exceed $500.00 if a decision regarding the financial allocation must be made
prior to the next general membership meeting.
Section 6
The Jefferson/Lincoln School PTO Checking/Savings accounts will require two
signatures (PTO Treasurer/Co-Treasurer or one of the PTO presidents) for checks
written over $100.00.
Article V - General Membership
Section 1
The general membership of the Jefferson/Lincoln School
PTO shares full voting privileges and consists of all parents/guardians of
students attending
The Superintendent and Principals are excluded from holding office. These
people serve as advisors to the Jefferson/Lincoln School PTO and its Executive
Board. No more than 50% of the PTO Board may consist of staff.
Section 2
The Executive Board of the Jefferson/Lincoln School PTO shall consist of the
following offices:

Board Members of the Jefferson/Lincoln School PTO shall consist of the positions of:
A. Advisor (Past President – if available)
B. At least two (2) Members at Large – we will strive for equal representation
from both schools
Advisors to the Jefferson/Lincoln School PTO shall consist of the positions of:

C. Teacher Representatives from each school
Section 3
All members of the Jefferson/Lincoln School PTO shall
be eligible to participate in the business meetings or to serve in any of its
elected or volunteer positions. In the event of a tie vote in the general
membership meetings, a majority vote of the board members will break the tie.
Article VI – Officers and Their Elections
Section 1
The term for each Executive Office (Presidents, Vice Presidents,
Treasurer/Co-Treasurer, and Secretary) is one year.
Section 2
The executive committee will accept nominations in the
months of February and March for each executive office prior to the March PTO
meeting.
Section 3
Election of the executive board will be held in March. In the event that there is
more than one candidate for an office, ballots will be distributed and a vote
will be taken to elect the executive board. In the event there is only one
candidate for each office, the executive board candidates will be voted on by a
show of hands. The results of the voting will be announced at the end of the
March general membership meeting. New officers will assume their
responsibilities officially at the end of the school year. All ballots will be
counted by the Jefferson/Lincoln PTO Advisors.
Section 4
There is a transition period for the Executive Officers until the start of the
next school year
Section 5
The executive committee will fill any vacancy
occurring on the Board as soon as possible.
Article VII – Duties of Executive Officers and Board Members
Section1
All Executive Officers are encouraged to be a committee member for at least one
event during the school year.
Section 2
The Co-Presidents will preside at all meetings of the general membership and
the Executive Board, coordinate the work of the officers, and perform other
duties as prescribed by these bylaws. The Co-Presidents will be responsible
for:
A. providing a written agenda for Executive Board meetings
and each general membership meeting;
B. allowing an opportunity for each committee to present updates of their
activities at the general meetings;
C. checking and sorting mail and other contents of the mailbox labeled “P.T.O.”
which is located in the Jefferson or Lincoln School Main Office on a weekly
basis and prior to each general membership and Executive Board meeting;
D. review bank statements monthly;
E. respecting and maintaining confidentiality in any and all circumstances
involving confidential matters; and
F. completing other tasks and duties as needed.
Section 3
The Vice Presidents act as an aide to the Presidents and shall perform the
President’s duties in his/her absence, coordinates the work of the committees,
and is responsible for:
A. acting as the committee
chairperson liaison and contact person for their school building
B. respecting and maintaining confidentiality in any and all circumstances
involving confidential matters; and
C. completing other tasks and duties as needed.
Section 4
The Treasurer/Co-Treasurer receives all monies of the
Jefferson/Lincoln School PTO and is responsible for:
A. maintaining a bank account on behalf of the
Jefferson/Lincoln School PTO (checking and/or savings) in good order;
B. keeping an accurate record of receipts and expenditures;
C. paying out funds as authorized by the Jefferson/Lincoln School PTO Board
and/or membership within the limits of the by-laws.
D. presenting a statement of account at every meeting of the Jefferson/Lincoln
School PTO and at other times when requested;
E. working with other officers and committee chairpersons to prepare the fiscal
budget for the following year;
F. checking and sorting mail and other contents of the mailbox labeled P.T.O.
which is located in the Jefferson and Lincoln School Main Offices on a weekly
basis;
G. updating the checking/savings account signature card with the bank for the
following year;
H. submit copy of the bank statements to the Co-President’s monthly;
I. respecting and maintaining confidentiality in any and all circumstances
involving confidential matters; and
J. completing other tasks and duties as needed.
Section 5
The Secretary keeps accurate minutes of all Executive Board and General
Membership meetings of the Jefferson/Lincoln School PTO and is responsible for:
A. presenting minutes from the preceding month’s meeting at
Executive Board meetings and general meetings;
B. keeping files of Jefferson/Lincoln School PTO activities, minutes, and
agendas;
C. maintaining appropriate correspondence as needed;
D. posting the previous month’s meeting minutes and financial statements at
Jefferson and Lincoln Schools
E. respecting and maintaining confidentiality in any and all circumstances
involving confidential matters; and
F. completing other tasks and duties as needed.
Section 6
Duties of the Board Members should be to attend board meetings, general
membership meetings and to provide input to the Executive Board.
A. Advisor (Past President) shall serve as an advisor to the
Jefferson/Lincoln PTO Board.
B. Members at Large shall serve as a chairperson to a PTO Committee.
C. Jefferson Teacher Representatives shall serve as a liaison between the
Jefferson/Lincoln School PTO and the
D. Lincoln Teacher Representatives shall serve as liaison between the
Jefferson/Lincoln School PTO and the
E. Jefferson and Lincoln School Principals shall serve as an advisor to the
Jefferson/Lincoln School PTO.
Article VIII – Meetings
Section 1
General meetings of the Jefferson/Lincoln School PTO will be held during the
months of regular student attendance. The meeting schedule will be distributed
at the beginning of the school year. Meetings may be changed at the board’s
discretion. Meetings will be held in the evening to accommodate the majority of
its members.
Section 2
The Executive Board and committees will meet as determined by the Presidents
and committees.
Section 3
Business may be transacted by the approval of a majority (51%) of members
present at the general meeting.
Article IX – Committees
Section 1
The Jefferson/Lincoln School PTO may have the following, but not limited to,
standing committees;
Book Fair/Registration
Room Representative Coordinator
D.A.R.E. Graduation/Open House Scholarship/Retirement
Fundraising Soup Labels/Boxtops
Fun Fair/Halloween Party/Spirit Wear
Landscape/Beautification/Playground Teacher Appreciation
Market Day/Yearbook
Picture Day Flower Fundraiser
Section 2
A. The Executive Board of the
Jefferson/Lincoln School PTO may approve committee chairpersons.
B. Reminders that members are needed to serve as committee chairpersons and
volunteers for the next school year will be published and distributed to the
general membership via the PTO minutes, the Jefferson/Lincoln PTO Newsletter
and PTO Website Page.
C. If possible, activities and events will be combined for both schools (i.e.
fundraising)
Article X – Amendments
A majority (51%) of the membership present may amend these bylaws at any general meeting of the Jefferson/Lincoln School PTO providing notice has been given to the members in writing of the proposed amendment at least one month in advance.
